The fist emperor of the Qin Dynasty did an excellent job of creating a united empire. Prior to the Qin Dynasty, the people were not united into on large state, and there were usually much opposition to the emperor, as well as conflicts about who was actually in charge. Although Legalism helped him gain control it did not treat the common people with respect, thus their government did not have complete control of the people. If these other aspects would have been incorporated into the legislation and governance of the Qin Dynasty, then they would have been well loved across the empire, and they would not have been succeeded by the Han Dynasty.
